Question 5800X3d 45-60 degrees while idle

Hello there! I currently upgraded from a 3700x to a 5800x3d as well as upgrading my cooler from a cooler master hyper 212 evo to a Noctua-DH15s and i find after installing the cooler the temps are too high while idle. I’ve tried repasting using noctua’s paste as well as reseating the cooler. Opening up chrome shoots the cpu to 60c and the fans spin like crazy. Another thing is that when i boot up the pc after loading into windows the fan is still spinning like crazy and takes a few minutes for it too cool down. Should i get another cooler?
