i dont know about the mobo and cpu, but if the frequency is the same for the both the latencies then the one with the smaller numbers is better(the numbers represent clock cycles so the smaller the better) i.e 6-8-6-24 is better than 7-7-7-20 because when looking at latencies the first number is the most important and its the one that comes into play most of the time during operation of your pc.
