So I have decided I don't want to ship my parts, for various reasons.

There is a Fry's near me. My zip-code is 92084 and if you go on there website the closest store to me should be San Marcos. I plan to buy all the parts from there and build the pc myself in the next two days.

I already have a hard drive, optical drive, and a good PSU. Can somebody make a list (make sure you have San Marcos set as your local store while adding parts to the cart. This will ensure that all parts are available in that particular Frys).

Also, to clarify, an SSD will NOT improve my FPS in games right, just how fast I load in?

Not necessarily true. Games will take checkpoints and load textures.
Consider the source, but Samsung claims even fps benefits:

FWIW.
I will never again build without a ssd for the "C" drive. It makes everything you do much quicker.
120gb is minimum, it will hold the os and a handful of games. If you can go 240gb, you may never need a hard drive.

I would defer on the hard drive unless you need to store large files such as video's.
It is easy to add a hard drive later.
Samsung EVO is a good choice.
Intel 730 is OK too.

For a $600 budget build, consider a G3258 and a GTX750ti
Here is what it can do:

I should mention I don't need to get a GPU right away; going to hold for now and using the extra money to make sure I have a good CPU. Also, it seems like an quad core would be a bare minimum these days...

I wouldn't go to a Fry's if they were the last PC store on earth. They put a lot of returned items back on the shelf without explaining why they were returned, they also recommend a lot of junk products (one of the reasons why Raidmax gets so much hate) and the Fry's near me has the rudest staff of any store I've been to. You're better off buying from Newegg and Amazon.

This is what I would suggest for your budget. This is a little bit over budget but you'll probably be paying close to $900 buying all the components at Fry's.

How about this setup (keeping in mind I already have a optical drive, 1tb hard drive with windows 7 on it, and a good PSU).

I have no idea if the antec case is any good or not. Is the PSU bottom-mounted, or if it supports SSD's.

i guess this is a very personal decision: Do I hold off on buying a new GPU, and get a i5 4690k OR do i do this setup?

There's not going to be any new GPUs for the foreseeable future. NVIDIA might be releasing the next wave next June but there's no official word on that. I'm not sure if that Antec case supports SSDs or not. Pretty much anything from Fractal Design, NZXT, Silverstone, Phanteks and a few others should. Some of the newer Antec models do but I'm not entirely sure which ones.
