1. Web design, coding and programming (dreamweaver,vb.net)
2. Web surfing (20+tabs, youtube,flash) HD movies, videos.
3. Light photo editing (gimp).
4. Light gaming.

your price range makes suggesting an intel hard. about the only thing i can build at that point are with pentiums like the g2020 that would be poor for what you're looking for. What you're asking about is really an APU's home turf. here is a build for you.

I would definitely go for my build here. The i5 will be many times better in coding and programming than any APU and the gtx650ti is many times better than the onboard GPU with the APU. Not trying to say your build isn't good, just that mine fits the bill much better.
 


except he wanted a computer monitor. your build doesn't have one. And none of the programs he suggested would tax any cpu.

i also got him an SSD; which i think would make this system superior in every way except gaming to yours. Intel is an awesome CPU manufacturer, but when the budget is in the $500-$800 range it gets very hard to recommend it over an AMD build. you can just do too much, make too much of a computer with AMD in this price range for Intel to compete easily.
