Question 6600 XT getting ~15FPS in games

Hi everyone, I'm trying to figure out what is causing my issues, but I'm at an absolute wits end. I've tried both Escape from Tarkov and Squad (both of which should run 100+ FPS at 1080p), and neither game seems to want to go above 25FPS regardless of what I try. GPU utilisation in game never goes above 40% maximum (usually around 10%), with power draw generally being at 25%. CPU utilisation is always around 10% as well. When I run benchmarks, everything runs at full speed and full power which makes me feel like everything hardware wise is functioning properly.

Specs of the computer are as below:

CPU: AMD Ryzen 5 5600X
RAM: G-Skill 16GB (2 x 8GB) 3600Mhz CL16
GPU: Powercolour 6600 XT Red Devil 8Gb (Latest AMD Driver)
Mobo: MSI MAG B550M Mortar WIFI
SSD: Samsung 970 Evo Plus 500Gb
PSU: Coolermaster V Gold 850W V2

So far, I've tried reseating the GPU, changing power cables and slot on the PSU; I've tried every software/power management option I could think of, I've updated my BIOS and all my MB drivers, and made sure BIOS settings like XMP and SAM are activated. All the software changes have improved my FPS slightly (from 10 to 25 average), but I just can't figure out what the potential problem could be.

Before I send it off to get tested by a tech, or start RMA'ing parts I was just wondering if anyone has any potential solutions?

See if your CPU is sustaining decent clock speeds under a relatively heavy load...

Check HWMonitor while running CPU-Z/bench/stress CPU for about a 10 min period...

(note sustained clock speeds and temps across all cores during duration of 10 min period before stopping test)

I've just run a 10 minute stress test with CPU-Z. CPU heats up to 60 Degrees and stays there, running at 4.65Ghz on all cores as expected. Power draw is about right at 94.8 watts.

I still can't figure out why this isn't replicated in game, but I might try fresh installing windows.

Yes, I have a low watt and sometimes fps drops
in cs go my fps is 100-200

Did you do a fresh windows install when you built the computer?
Not a refresh or restore option as they just add on top of your existing install.

When you run userbenchmark, please post the result link.

Are you runing Windows 10 or 11?

Did you used the latest chipset and gpu drivers from AMD website?

Whats your motherboard BIOS version?

Is the RAM working in dual channel?

Have you tried with SAM disable (this does not work on every game and in some cases it may give a negative result)?

Have you tried a known game thats not a pre-order?, which one?, did this game had the same issues?

Also when using Ryzen, better to go with hwinfo portable ("sensors only" option), instead of hwmonitor. (https://www.hwinfo.com/)

Can we get a picture of the PC internals where we can see motherboartd, gpu, ram, etc (use imgur to post it please)?

Ah maybe, it's certainly worth trying before wiping the disk.

Yeah, that's certainly something to try. Maybe one of the PCI-E connectors isn't quite seated right.

But what did manage to work was a fresh install of windows (I installed windows 11 instead of 10 this time) and it has fixed the issue, GPU running at 90%+ utilisation in games now, getting FPS that I would expect to see. I’m slowly re-installing drivers and software that I had installed to see if it was some weird software conflict, but so far it was just a bad windows install.

So I've found the exact piece of software causing the problem, Citrix Workspace App 2309. Apparently it is a known bug that Citrix causes issues with video game engines (namely Unity and Unreal Engine). When I installed Citrix, immediate 20 FPS in games. Once I uninstalled Citrix, everything went back to normal.

So problem solved I guess! Don't install Citrix on your gaming computer. There are solutions online to work around the issues if you need the software.

As you can see the problem for OP was solved and it was caused by Citrix. Since you do not have that program, you should start your own thread listing the exact system specs you have and stating your issue(s).
