6600k Overclocking Limit Help

So I've read that the max safe voltage for Skylake is 1.3-1.4v, but is that limit temperature driven or the inability of the hardware to supply more than 1.3-1.4v?
The reason I ask is my processor is at 4.4GHz at 1.265v with full load temps at 48c (3 cores are at 42c though) on air and want to know which number to watch as I try to reach my max.

It’s not necessarily either. Every CPU is designed to handle certain voltages. Higher voltages will more quickly degrade the material the cpu is made out of.
