That build would use DDR3, not DDR4.
The FX8300 is a pretty poor option performance-wise; and will turbo to 4.2GHz, so there's really no need to OC it if you're only aiming for those type of speeds.
The prebuilt route may be a good way to go on a budget, but used parts can be acquired fairly cheap. I'd aim for a 2nd Gen i5 or newer if you can.
Alternatively, the new Ryzen3 chips (the 1200 in particular) are really budget-friendly, while solid performers.
