720p doesn't work on any game

When I select 720p their is a thin black bar at the bottom and the sides and top corners are off the screen, why is this happening?it's very annoying as it's the most suitable resolution for my pc but I cant use it ...

I don't know, I'm using amd integrated graphics at the moment how could I could find out ? Or install new drivers?

slight update, when windows is put into 720p it is a black line on the right, and the left is cut off

It is a 1920x1080 monitor
