7970 low frame rates?

I built my computer last February, but have had this problem since then. My build is:
i7 2600k @ 4.0Ghz
HIS Radeon 7970
8gb Corsair vengeance LP
Seasonic X750
Noctua NH-D14
Silversone Fortress FT-02
Kingston Hyperx 120gb (Boot drive)
WD Caviar black 1Tb 64Mb Cache
Asrock Extreme3 Gen3

I don't think I should have any problems running BF3 campaign on ultra @ 1920x1080 WITHOUT V-sync at 60fps or above, but I average at abourt 20 and peak around 40. I'm not sure what is doing this. Everything is default in CCC so help please?

Hmm, I'm not sure sometimes games in there campaigns will frame limit to keep continuity with what is going on. Do you have the most up to date drivers through AMD? Do you experience the same frame rate loss in multiplayer?

Yes, framerates are about the same in multiplayer. I also have the latest drivers avaliable from AMD and I don't have any old ones because this is a fresh install of windows.

i have 7970 3gb oc and i can run battlefield on 1920X1080 ultra sometimes it goes around 45-50 FPS in the very high places such as operation firestorm map full of smoke and stuff but its always 60 and above
so you should uninstall your latest driver then install it again
because i dont think that your GPU has anyproblem to run any game on ultra since you have a great build
or repair the game from origin

I think I found my problem. When I am running the game my gpu clock stays at 300mhz and my memory clock stays at 150mhz. Is there any way I can bypass this power saving thing in catalyst? Nothing that I do makes the clocks go to normal.

Turn off hardware acceleration in Youtube by right clicking on a video -> settings. I had the same problem and that's what fixed the 300mhz clock hang.

Still not fixed. Should I just get my card replaced since it's still under warranty?

Well you could also consider the things running in the background on your machine as well if there is. But It may be also not a bad idea to get in touch with the manufacture about a RMA on the card.
