80% RAM usage with 1GB RAM Allocated? (2x8GB RAM setup)

I've been having an issue with high RAM usage for a while now, but I figured it was due to having so many heavy applications open at once: Visual Studio, Photoshop, Unity, Firefox, Debuggers, and some other stuff. However I didn't notice until now that even if I closed all of those the RAM usage is still about 70-80%.

I checked task manager and it tells me that my current user (also the only user) has allocated 1.4GB RAM and has a total RAM usage of 85%. But what happened to the other 14-15GB of ram?

If you click on the ram it will show the apps using the most ram. It most likely is being eaten up by background processes.

I don't think the background processes even get close to taking 1GB of RAM, even if it did, wouldn't that be listed in the percentage and total RAM usage as well? Here's a quick video of scrolling through the process list:

1.5GB seems to be stored in cache. Still nowgere close to even 6gb :/
