8GB RAM (3.9 usable)

Hey guys I have been having a problem as of late. about a week ago I looked in my system settings and noticed that it said i have 8GB of ram and only 3.9 usable.

After looking up the issue I found a lot of articles on the matter however none of the solutions worked for me. I am not a huge tech guy but here is the relevant information I found.

I have 2x4GB of ram installed
AMD FX-8350 processor 8 cores
mother board m5a99fx_pro_r20

I copied down all information I found relevant as follows

What I have tried
Checking and unchecking the max memory box in MSCONFIG
Replacing the RAM sticks
Replacing the RAM sticks one at a time (they both worked
A1 and A2 Slots and B1 and B2 slots
Setting Default settings in BIOS

In BIOS the it also says i only have 4 GB of memory however when looking closer it sees dimm 1 and 3 are being used.

UPDATE

Okay guys big update to the issue here so bear with me.

First we tried loosening the heat sink and that got the pc up 7.42 GB out of 8.
Since I am getting more ram in a month I had my friend bring his 16GB of ram.
We plugged 2 more 4GB sticks into the other two slots and that for some ungodly reason brought it up-to 7.9 GB out of 16GB???

On top of that we tried just pluggin in his two remaining sticks without my original two sticks and the pc wouldnt even post. Neither him nor I know what to make of this anymore.

Honestly, at this point, if possible, I would just RMA the motherboard, cpu or both rather than spend more time trying to fix it. Just take care when installing CPU and cooler second time around.

Computer is a couple years old, anyway to find out which one it is so i dont need buy both?
 


A bit off topic, my brother says if I am upgrading I should go with DDR4, is it worth the extra money? I'm on a bit of a tight budget for upgrading preferably no more than 450 ish

If you do decide to just buy a new core system (because your mobo is out of warranty), it makes the most sense to get a modern CPU and motherboard (and RAM). Either buy a new skylake setup or wait a couple months (using your current machine) and buy a new Zen or Kaby Lake setup.

Whether you wait or not depends on whether you would consider your machine in its current state usable.
$450 is a decent amount of money and actually a pretty big budget for CPU+ RAM+ Mobo especially if you're not trying to overclock.

*UPDATE*
After looking at all the comments, and his update at the top it seems almost certain that it is a BAD MOTHERBOARD.

If the motherboard is still under Warranty I would RMA it since your budget is tight.

It would be nice to hold off and see if ZEN is worth while, but if your system is doing you fine otherwise hold off as long as possible. Not everybody needs the latest and greatest especially with limited cashflow.

And modern games are just starting to be more optimized to use the 8-thread AMD CPU you have anyway. For example, DOOM runs pretty good on it with a modest GPU as well.
 
If you have no Warranty and decide to just replace the motherboard then here's one that is inexpensive but seems to have reasonably good customer feedback:

I don't know if the rumors for Zen prices are correct, but if they are that's incredible. The 8C/16T Zen CPU is rumored at $300USD but that's just so cheap it's hard to believe!!

The Intel version is about $1000USD.

I think the 6C/12T Zen 14nm CPU's will be priced really well, but it's all wait and see. Still, official details are coming really soon.
