I want to connect 9 monitors to 1 pc (if it is possible, if it isn't possible then I can get 2 pcs).. I have already get the 9 monitors as well as the monitor mount stand holder but I have no idea what to get next.. HDMI splitters? graphic cards? what pc or pcs should I get? Can someone help me?

@AlexTheFern - When using PC Part Picker, you can change the country location (upper right) so you can look at foreign currency and availability.
@Phil231 - Here's what I was able to come up with:

agn buy 3 1060s

just be sure when you are buying it, make sure it either has 3 hdmi ports or 3 displayports. There seem to be some different versions.

ooh also btw the ssd is your boot drive, so where your system boots basically, so it will be fast. I chose a hdd, but if you want faster storage, you can buy a sata ssd or even another nvme ssd like I chose for the boot drive.

ah, and make sure you buy your hdmi/dp cables 😉

Well within your budget and should handle everything you need it to do. The graphic cards each have two DisplayPorts, two HDMI, and one DVI-D. Per the Sapphire Nitro+ RX-580 Specifications Page each card supports up to five displays and you would need four DisplayPort to HDMI cables/adapters. I am concerned about the power supply. The typical RX-580 only has a single 8-pin PCIE power port and ~185 watts power requirement. The Sapphire Nitro+ RX-580s include an extra 6-pin PCIE power which suggests a power draw between 226 and 300 watts. IMO, 850 watts might be a little thin, but finding quality at a higher wattage is a bit difficult using just AmazonUK. Additionally, you would not use them in a Crossfire configuration.

Assuming no 3D acceleration is needed for this setup. A couple of these plus the onboard video out would probably be the cheapest and easiest route:
I'd be somewhat nervous about buying something that old due to driver support approaching EOL. Maybe someone will launch a GT1010/1020 equivalent. Alternately, a DP model could be combined with a DP1.4 MST hub and feed up to four total monitors that way.

Do you guys suggest me to get the Intel Core i9-10900K 3.7 GHz 10-Core Processor or the AMD CPU Threadripper 24-core for the needs I want it? I really don't care about the prices I just want to make it as good as possible
