90% Memory and disk usage Windows 8.1

Hi all, I'm having a problem with my gaming laptop and I was wondering if anyone could help.
I have 12GB of RAM on my gaming laptop, when doing literally nothing after booting it up its using 90% of my RAM. I checked the resource monitor and I added up all of it and its only actually using a GB or two, but somehow it's using 10 GB of my memory when nothing is open? I just reformatted the laptop to get rid of any viruses etc and I still have the same issue. Also my disk usage spikes up to 100% when it's only doing about 0.5MB/s

I mean does it slow down the PC when it is at 90% when you are, say, gaming?
 


Oh right, erm yes but it a weird way. I mainly bought this computer to play League of Legends competitively, and normally it's fine but it will drop down to 4 FPS when it hits 100% RAM usage. I just assumed it was a memory leak so I reformatted to try and fix it but to no avail! But like I said it's only for League, and the only other program I have is Skype and Team Speak! But it's just so odd, none of it adds up to more than 2 gb when I start the computer but some how its using nearly all of my 12gb.
 
Windows keeps extra code in ram in anticipation of reuse.
So long as you do not have significant hard page faults, you are probably ok.

When you reloaded windows, you may be seeing the indexer trying to build up a search index.
That will take cpu and I/o. It is done during idle times so there should be no performance impact.
Check the task manager. look for searchindexer.exe
 

So there isnt a problem? I tried looking for the seachindexer/exe and there isnt such a thing in my task manager
