965BE Throttles running Prime95.

Hello OC community, I have question for everyone regarding my 965BE OC to 3.9

I have noticed that while running Prime95 and very rarely on some gaming ( Battlefront SW / BF4 ) My cpu tends to throttle the multiplier. Its somewhat rare while gaming but its very constant while running a Prime95 Blend test.

On full stress temps reach 58 then drop to a steady 56-57. Wondering if there is anything I can do to avoid this throttle or is it normal for it to happen? C&Q is disabled in bios as well as C1/2, Q FAN is enabled since Ive noticed that temps tend to be a little higher with it disabled and it sounds like a heli is in my living room.

Cooler is a CM 212 and just dusted the the whole thing and put new thermal compound as well.

Other OC settings would be as follow:

Multiplier X19.5 = 3.912
VCORE = 1.464v hits a max of 1.476 due to LLC ENABLED
Bus = 200
HT = 2000
CPU/NB = 2600
^ Volt CPU/NB = 1.26v
RAM = 1600 / 8-8-8-24 / 1T Corsair Vengance 16(2x8g)
^ Volt RAM = 1.62

 
Solution
I kept my 965 at 4.2GHz and 1.505 v but under giant cooler. (Mugen3). Heat cause throttling shouldn't occur under 62c true temperature.
I say "true" because most programs don't measure it good on AMD platform.
Download AMD overdrive to check all parameters properly.
Throttling can also occur because of lack of power it gets from VRM.

Well to my understanding yeah all chipsets are different, Also by lack of power do you mean power supply or voltage added to the VCORE?
