Yeah, so my 970 went bad, and I wasn’t able to uninstall the drivers. Will I be able to put my new card in (1660 super), and uninstall the previous drivers with DDU? I have a Ryzen 5 3600, so I don’t have onboard graphics.

Solution
Don't need to uninstall drivers, they're virtually the same across all nvidia cards.

If you're going nvidia to nvidia just reinstall the latest drivers over the top of the old ones.
