Question 9800X3D Stutters

Hey all, im here because i wanted to know if anyone has experienced this issue or knows of a way to help me fix it.

I recently upgraded from a 7800X3D to the 9800X3D. I had issues at first where the temp was going upwards of 90 to 100 but i was able to fix that by undervolting. My Issue now is that i experience these stutters when i open up certain programs for example HWMonitor or MSI Afterburner. I had a similar issue when i first turned the PC on and got into the desktop. It would just appear to lag/stutter/freeze but would work afterwards just fine. On that issue i ended up reinstalling windows because nothing i did worked
(BIO,Chipset,drivers).

Reinstalling windows took care of that issue but now the issue with stutter on said programs and i dont know what else to do.

I have also added a video to show what i mean. Sorry for the quality it was on my phone. Notice i am constantly moving the mouse. It only stops when the stutter/freezing occurs as well as the video playing in the back. Task manager is open but im pretty sure that froze too.

All this only started after i put in the 9800. Before that i ran the 7800X3D with no issues at all.

What BIOS version are you on for your motherboard? If you did flash the BIOS prior to dropping in the 9800X3D, did you clear the CMOS after verifying your BIOS was successfully flashed?
I didnt flash the Bios first. I just swapped it in for the other. After that, i did update the Bios to
Version 2704

I have cleared CMOS multiple times afterwards but i dont think it was directly after the bios update,
 
Something is telling me the seating of the cooler is making contact to your cpu or the pump is broken
i did think the same but when i put my 7800x3d in, it works fine nothing wrong...i am getting a new AIO in the mail today so i can test it out with that but i really dont want to as i wished to find a solution first so i can return it to amazon.
