Question 980ti hybrid fan on card not spinning

I have a evga 980ti hybrid with the fan on the card not spinning to cool the vrms of the card even while under a benchmark. The fan used to spin all the time even while sitting at idle so it’s not a 0 rpm m

I checked the the header and the wires inside the card.
Disabled Msi after burner and everything that controls fan.
Spinning the fan by hand and it’s not difficult to turn at all.

I don’t really know where to start trouble shooting those and I’m hoping anyone can help me.
 
If you are not able to set the fan speed manually in Afterburner, safe to say the fan might have just died. It happens and 980ti is quite old. Evga is pretty good with spare parts just contact them.

how would I go about checking the vrms temps on the card, I’ve tried 2 hw monitoring softwares and nothing under gpu says vrm, is it under another name or is it possible the card is old enough to not have a sensor for the vrms?
 
Might sound like a silly question, but a few months ago I built my first PC, and have just noticed that the fans do not spin until the card is under load. The fans stay on until the load drops, and then they slow down and eventually stop. Once stopped, they move occasionally, almost as if they are 'twitching', like they may be trying to spin up again. Is this normal behaviour for evga cards?

It is normal for many new cards from both Nvidia and AMD to have a zero RPM fan mode that only spins when the card is under load etc. What is not normal is for it to never spin.
