Question 980ti oc low usage low fps on GTA v

Hello ihave 980ti oc 6gb with i5 4690non k 14gb ram my problem is the GPU usage is only on 60percent with only 38 fps running GTA v could the CPU bottleneck it that much ? Or what's the problem?

Can’t be a cpu problem I have a i5 4460 and a 1060 and can run gta 5 at 1440p high settings

What the hell dude of course it is and all other games are running fine except this one my ram ddr3 14gb 1600 and running on HDD

What the hell dude of course it is and all other games are running fine except this one my ram ddr3 14gb 1600 and running on HDD but this game can't get above 48 fps no matter what setting and yes vsync is off and tried it on the same thing with Nvidia control panel
