With that CPU running at 100% I would expect CPU temps around that range. https://www.tomshardware.com/reviews/intel-core-i9-9900k-9th-gen-cpu,5847-12.html Even with a 20C water cooler the temps run at almost 60C.

That isn't just a watercooling loop, it also is a water chiller, which is cooling the water rather than a radiator exchanging thermals to the ambient air.

Normal liquid and air cooling - exchanging thermal load with ambient air...cannot go lower than ambient room temps.

Chillers use some form of phase change to force colder-than-ambient temperatures.

So, this is an apples-to-pancakes comparison.

The comparison is legit to show that even a high end water chiller only gets the CPU so far, and having temps 20C higher wouldn't be surprising. Ie it was a point of reference to best case scenario.

First of all, you really do not have a heat problem.
Under heavy load, you are somewhere around 80c.
The processor will slow down or turn off if it detects a dangerous temperature.
That is around 100c.

If you want to do better, at the expense of more noise, you could replace the two front 14 140mm fans with noctua NF-A114 high rpm fans which go up to 3000 rpm.

Fair enough, but even then, it isn't necessarily indicative of how much off a normal air cooler will perform. Having coolant chilled to 20C doesn't always predicate that your CPU temp being reported is going to be indicative of X or Y degrees Celsius. But yes, I see your point that even with a very cold liquid cooling setup, the temps were higher than one might normally expect.
