A little help with overclocking?

Hey guys,

Just installed my new EVGA 1070 FTW Edition, the card seems great but am having a little trouble with understanding the overclocking (I usually buy pre-overclocked cards, like my last card was 280x Windforce OC Edition)

I have overclocked my settings using MSI afterburner, and when playing Fallout 4, I only seem to get around 40-50fps, despite my card *not* being at 100% usage in any way and generally seems to be at half usage (The max it hit was 68% usage while the game is maxed settings @ 1080p)

My rig:
i5 3330 @3.00GHz
16gb of Corsair Vengeance RAM 2400MhZ (although underclocked to 1600MhZ)
MSI H61M-P31/W8 Motherboard
GeForce Gtx 1070 EVGA 8gb (But for some reason Speccy only sees it to be 4gb)
Windows 10 Pro

Here is my settings:

Power Limit: 100 (Untouched)
Core clock: 1607 (+ 600) = 2207 MhZ
Memory clock: 8008 (+ 625) = 8633 MhZ

When doing this testing with FO4 at Ultra here is the specs of the testing: (Highest/Lowest)
GPU Usage: Min:0 Max: 68
GPU Temperature: Min: 32 Max: 41
Core Clock: Min: 253 Max: 1607
GPU Memory Clock: Min: 405 Max: 4007
Memory Usage: Min: 249 Max: 2600
CPU Usage: Min: 0 Max: 92
CPU Temperature: Min: 35 Max: 51


I am believing the low'ish FPS would be due to one of the following:
- High PhysX usage
- Godrays (even though my testing was during night gameplay)
- CPU Bottleneck

Also, I am not a fanboy of ANY GPU maker, but have never owned a Nvidia GPU until now, as have in the past only been able to afford budget builds, so am not entirely familiar with using one
 
Solution
Easy. Your CPU utilization is near 100%, while your GPU utilization is at 68%. If your CPU was able to keep up, your GPU utilization would be higher, and your performance would be higher.
Just turned down the PhysX stuff, and it seems to be getting a decent 65+ FPS now :)
(The debris and godrays)

but this CPU isnt really much of a bottleneck?
What made you come to that conclusion?
