A lot of Problems After Cleaning PC

So I've recently cleaned my PC (physically) and since been experiencing a lot of issues. BSODs, Crashing, Low FPS, Freezing/Stuttering when moving windows, Audio, etc.

I've gotten IRQL_DRIVER_NOT_LESS_OR_EQUAL BSODs when trying to play CS:GO, after fixing that I now get 200fps and dipping to 80- when moving mouse-a lot less than normally (usually I get ~300 fps).

Specs:
CPU: i7-8700k @ 3.7Ghz
Cooler: Corsair H100i v2
Mobo: ASUS Z370-H
RAM: Crucial Ballistix 16GB DDR4 3000Mhz
GPU: ASUS ROG STRIX 1070Ti

I've ran Cinebench and got ~1300 pts. (CPU)
I've ran Memtest86 for 1+ hours with no errors
GPU Temps Idle at ~50c (no fan rpm)
CPU Temps Idle at ~40c

I've tried for over 2 days now to fix the issues with no luck at all. When I boot from a USB Drive I don't seem to be getting any BSODs but I didn't try to play any games. I've updated my Windows, BIOS, GPU Drivers, Audio Drivers- everything- with no luck.

It also seems as my Windows is slower than usual- running off an SSD but seems slower and unresponsive unlike normally.

Please help me as I can't do anything apart from stare at my desktop at this moment.

Yeah I would take out your main pieces and put it back together. Did you use a air pressure can? (Keyboard cleaner?) From what I've read, I'm guessing you either dmg'd something during cleaning or a wire is loose. I'm leaning towards something being loose.

I have just replugged both SATA3 and POWER cables, and still getting ~85fps on Cinebench R15 (way less than normally, lest run had 90 fps)



I didn't use any vacuum/compressed air, just unplugged all the cables and fans, reapplied thermal paste to the CPU and GPU, and organized the cables, cleaning was done with a paper towel and alcohol wipes.

I'd also want to mention, yesterday I've been getting BSODs and stuff, but the day I've rebuilt the PC I didn't have any issues (apart from fan noise) that I got right now

After spending too much time trying to reapply nicely, reran Cinebench R15 to get 87fps.. still seems low for this kind of card

Edit. Rerunning CS:GO as well and still getting 80- dips at 1080p Medium Settings

Turns out something in my Windows installation/drivers is bad, probably some program- booting into my USB eHDD reveals that I can play at normal framerates with no lag.. so I guess I'll need to reinstall windows.. :/
