Which is better between the two for low budget gaming? An A8-7600 dual with an R7 250 and a 2133MHz RAM or G4560 with an RX 460?

The g4560 + rx 460 is so much better in every way so get that.

g4560 is the king for budget builds, and you can always put i5 on that h110 mbo later on, and you could go with something like rx 470 if you can, that cpu can max out 470 which is much stronger than 460.

Dont even think about A8, i personally use Athlon 760k, which is the same fm2 platform, it sucks compared to that pentium...
