Question Absolutely exhausted after 2 weeks of troubleshooting PC to fix choppy framerates ?

Specs:

  • CPU: AMD Ryzen 5 5600X 3.7 GHz
  • GPU: ASUS TUF Gaming GeForce RTX™ 3060 Ti OC Edition 8GB GDDR6
  • RAM: G.SKILL Ripjaws V Series DDR4 RAM 32GB (2x16GB) 4000MT/s CL18-22-22-42 1.40V
  • MB: MSI B550-A PRO
  • PSU: MSI MPG A650GF 650 W 80+ Gold Certified Fully Modular ATX Power Supply
Built my PC around September 2021 and when I first loaded games on it (like Rocket League) I could have multiple apps running in the background (discord, OBS, twitch, YT, spotify/itunes, Netflix etc.) and Rocket League would stay at a nearly locked 240 fps throughout, but for the past year or so my PC's performance has deteriorated considerably. Now I have to run Rocket League exclusively if I want a playable experience because if so much as Chrome is open (and at times discord) I get constant micro-stutters and frame drops where fps rapidly fluctuate from 240 to sometimes as low as 30 fps. Here's a pic of the in-game Performance Graph for example.

I ran a UserBenchmark test. (Results here) It says the M.2 and GPU are underpeforming, could those be the faulty components? I'm thinking the gpu might be underperforming because of a bottleneck by the CPU or should I get it RMA'd?

Other non-gaming issues:
This hasn't happened in some time, but there was a period where if the PC went into sleep mode, it would remain unresponsive until forcing a hard reboot by holding the power button. Other times the PC would fail to post after being off for a couple of hours, I would have to restart it 2-3 times for it to then boot normally. Whenever these two issues would happen the MB's EZ Debug light would communicate there was an issue with the CPU.

Things I've tried:

  • Cleaning inside the PC, removing as much dust as possible
  • Monitoring components with HWMonitor and Task Manager. (Both CPU and GPU don't go passed 40% utilization while playing Rocket League, but Task Manager shows the CPU spiking around the same time the microstutters appear. Cpu temps never exceed 65 C, while GPU stays around 50 C)
  • Toggling Hardware acceleration on/off on any background app with the option
  • Toggling Hardware-accelerated GPU Scheduling under Graphics Settings in Windows on/off
  • Setting Rocket League to high priority/High Performance
  • Moving RL to my M.2 drive
  • Reinstalling latest graphics drivers in safe mode through DDU Uninstaller
  • Installing/Updating all drivers from my motherboard's website
  • Updating to latest BIOS
  • Reinstalling windows
  • Sent PC to local computer repair shop. (Where they said the PC wouldn't even post for them until they replaced the CPU.)
  • RMA'd the CPU for a replacement.
  • Replaced the motherboard with a brand new one
  • Upgraded the RAM
I have a microcenter I can go to for another diagnosis, but through reading reviews and my own personal experience they have a habit of giving you your system back in worse condition than you left it in and happily taking your $50 afterwards.

So if anyone could provide some advice as to what to do next to get the faulty component diagnosed so I can get my PC working like new I'd be greatly appreciative.

I will give you some get to the point issues resolution pin pointing .

I don't know what's wrong with your system but here is what I do to see if it's window or hardware.

I simply remove clients hard drives throw in a spare
$ 30.00 sata SSD install windows, then their games and test. If it's hardware issue it will show its head again as soon as I do what client said is hosing his / her PC. If it runs perfect with MY install of windows than it's there windows or there hard drives M.2, SSD's

Question, could my m.2 or sata drive cause this type of fluctuation in framerate?

all of these were replaced after the issue(s) first occurred
and the problem still persists?

when you state, "Upgraded", you mean you actually replaced the RAM kit with a new one or just added more?
Correct, all of those were replaced and the issue still persists. And the RAM I swapped out some cheap 2x8GB 3200Mhz sticks with the G.Skill 4000Mhz 2x16GB
