active window hiding

hi.
i'm having a problem that the active widow won't aleays appear on the top of
other windows. so i have to minimize the others to see the active one. how do
i make the active window to appear on the top?

Download and install TweakUI:

Microsoft PowerToys for Windows XP (TweakUI)
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

After installing, go to Start > Programs > PowerToys for Windows XP >
TweakUI. Expand "General", click on Focus, place a checkmark next to
"Prevent applications from stealing focus", then click Apply.
