I've had issues with overheat this and last summer (since I have the PC from nearly 2 years), the environment is hot, I don't have air condition in the room and I don't wanna have any for personal reasons. I also only have the standard fans for the parts on my PC + 1 exhaustion fan more and will not be getting more fans anytime soon. So to fix my overheating issues I wanna underclock my CPU but I need advice on doing it the right way. I'll give you my stats.

The PC is custom built;
Runs the AsRock UEFI BIOS
Processor: AMD FX-8350, Eight-Core Processor, 4000MHz
Ram: 8GB
Video Card: AMD Radeon HD 7700 Series

Hmmm... well not sure what else you'd need, you can ask me and I'll get you more. What I wanna do is make it slightly underclocked now for the summer, to stop the overheat issues. I've stopped crashing on games when I put stuff on manual (default stats), before it was auto overclocking in the BIOS, however I'm here because I need expert advice really. Thank you in advance and feel free to ask me to get you stats on anything you need. Peace.

Super easy way to do this. Control Panel --> Power Options --> Change Plan Settings (Of the plan you are using) --> Change Advanced Power Settings --> Scroll down to Processor power management (Don't use scroll wheel. For some reason that changes you to settings of a different plan. Just use the side bar) --> Open up Maximum processor state and lower it to a lower setting. That will automatically lower the clock on your PC.
You can also lower the minimum processor state so that it is lower than the maximum (and doesn't interfere with the maximum)

Ok, so the maximum setting was 100%, I can tone it down as recommended, the minimum is 5% I presume I don't need to touch it?! Also was touching my CPU and PCIE frequency in BIOS a good idea? I mean I do wonder of this. I simply went to OC Twerk (it's how the menu is called for me having the UEFI BIOS menu) and the overclock was set to auto, I changed to manual and then changed the CPU and PCIE frequency to manual as well. However I didn't adjust the statistics myself I left them with what it gave me. So I don't know if there was a point to that... I can only presume that those default settings are the standard ones for what I have, meaning I'm overclocking now?! I'm sorry, to be honest I do well with my PC, taking care of it and all but I'm very unfamiliar with the overclock/underclock stuff. What would you suggest? Should I leave it as it is now or return it to default - auto overclock (from BIOS menu)?

P.S.: Thank you for the much easier solution with turning down a notch my CPU's usage. That is sure to help me a lot!

You can always reset the settings by defaulting them in the bios. There should be a default button somewhere there. You don't need to touch the minimum which is at 5 %. Keep it there. You can lower the Maximum (Keep in mind this WILL slow down your computer quite a bit but will keep it cooler). Perhaps you can lower it to about 60% or 50%? See how that works.
Also the changes you did in the BIOS shouldn't be too much of a problem. Make sure you switch them back to auto unless you wish to change it.

Yes, I'll do that, I'll reset them back to default, though the change stopped my crashes at first (I was crashing very often due to the overheat), but now that I have this solution you presented me with I don't have fps drops, lags, crashes ect ect. I toned it down to 85% for a start and so far those 15% have been major difference. I don't run too slow, yet I don't have the overheating issues anymore, no matter how hot it is around the PC. I can suffer a little more loading time at the expense of not overheating, I'm aware it's not only annoying for the listed issues above but it's not good for the PC's health since it can permanently damage my parts. Be it it's still a fairly new PC I rather keep it healthy and load slower till temperatures drop a little and I turn the CPU usage back up.

This problem is pretty much solved thanks to you. I'm very grateful man, thank you very much for everything! Peace!

Glad I could help. Hope everything works well for you and your computer! :)
