After upgrade pc restarts every few seconds

Rampage V Extreme
old ram: Crucial ballistix sport ddr4 BH 112SK.B3 (2 × 8gb 2400hx)
new ram: Corsair Dominator Platinum ddr4 4GB x 4 3200hz
old gpu: gtx 970 Armor 2.0 (x2 in SLI)
new gpu: gtx 1080 ti msi duke
psu: thermaltake toughpower 850w gold

I tried installing new ram and a 1080 ti gpu, but when I tried to start it things will turn on for a couple seconds then die, and then repeats until I hit the CMOS switch. I then tried putting the old parts back and the same thing happens. The LED code on the board says 00, which the manual says isn't used. I even used an antistatic wristband.

I tried multiple slots for ram including putting the old ram where they were before. They're definitely clicking into place. I tried to replace my ram once before and had the same problem but putting the old ram back fixed it that time. I also used the ram slots stated in the rampage v extreme manual.

Full parts list (make/model) of your pc would help for starters.

maybe you didn't fully insert in the ram's? maybe you didn't place the rams in the right slots, or maybe your powersupply is not enough for the system, or maybe you didn't plug a power connector into the motherboard,
