Aftermarket CPU fan at 100% all the time...

Mobo: ECS A960M-MV
Fan: LOGISYS Computer BETA 400 ST

The aftermarket fan had a 3 pin power conn, the stock fan had 4. The fan is always at 100%. Is this fine? Doesn't seem fine to me, but I'm no expert. =/

Since 3 to 4 pin, board can not control the fan speed (pwm vs voltage regulation).
Newer boards can control through a 4 pin header 3 pin fans, but it's not your case.
