If an 8x slot has twice the bandwidth of 4x,Why isn't it a lot faster than 4x?

You only see small performance improvements in tests when a 8x variant is tested against a 4x version,why is this?

If a highway has a speed limit of 70MPH, why doesn't your moped go more than 30MPH on it?

Hardware hasn't caught up yet. In fact, it never will. Before the AGP8x standard is ever needed, it will be replaced by PCI-Express.
