Question AIO pump makes weird noise when booting up

my pump makes this weird noise when i first turn on my computer. it goes away and it doesn't happen again once the computer is fully booted up. the pump is powered by the motherboard header labeled as CPU_OPT. I set CPU_OPT to max to have the pump speed run at its max rpms. the radiator is mounted at the top of my case. could anyone explain what this sound could be.

Is that the weird noise that you are referring to?

you are correct it is the noise being heard at 13 seconds.
i have windows 10.
the AIO you are seeing there is the Lian li Galahad 360mm
my pc specs are intel I7 6700k
32GBs of ram
evga nvidia gtx 1070 ftw2.
the motherboard im using is called Gigabyte GA-Z170X-Gaming 7

the AIO is top mounted as previously stated and the sound only happens when first booting up the computer. it's almost like an inital spin up of the pump and it then goes away. the sound doesnt happen during operation.
