Question All about the pins..

So I've been having quite a time with my new (used) RX Vega 64 sapphire. I expected it to run like a 1080, but am getting the same performance as I did with my 1060!! This really pissed me off but I couldn't do anything about it. It's always at 60% usage when playing Apex legends at lowest settings and pushing 144 most of the time, but not always. Really worrying and disappointing.

Anyway, my PSU might be the problem. It's a Circle Modular 750 watt PSU,

and I noticed it has two 8 PIN PCIe outputs on the PSU, but I'm using only one 8 PIN to 16 cable, so it's a y splitter of sorts.

Could this mean that I'm not giving enough power? Is that possible? How do I see if the Vega is getting supplied enough anyway?
