All games (mainly fortnite micro stutter and skipping with high fps and 144 hz monitor

Hi so for the past year my 1070 was having micro stutter at farily high fps so i upgraded parts and now have a 2080 with a 8700k and am still having bad micro stutter.

I have reinstalled windows
used DDU to clear driver and re downloaded graphics driver
used diffrent monitors
Vsync off

i have usually 5 ms ping with ethernet but for some reason in creative mode it feels very smooth but over time it gets input delay and alot of micro stutter

CPU:8700k
MB:Asus Z390e
GPU: EVGA 2080 XC ULTRA
RAM: 3200mhz corsair RGB PRO 16 gb 2x8
SSD samsung 860 evo
Monitor: Asus mg248q

Try turning ON V-Sync. If you know how, clear your CMOS. Power supply? Temperature in game?

Power supply evga 750 watt gold I think, temp In game I will check when I get home I am currently at work do you want cpu or gpu temp also vsync has always made it way worse

Also what is cmos and how do I clear it in bios ? Thanks for suggestions

So i get about 57 at highest for gpu and 50 for cpu in celciuse, i reset bios settings and that didnt help but i didnt clear cmos i dont know how to. Resseting bios made it worse because of xmp profile. Any other ideas?

also on my side 60 hz monitor when just moving the mouse its litterly like skipping its just bad stutter for the whole computer so monitor shouldnt be a issue
