Am I being hacked

Symptoms: Very slow internet over wifi despite other PCs in household fine. Long lag when typing into this me message box for instance as well.
Ran netsat.exe and itthrows up ip from all over some just google etc but some like this http://www.fichet.org.tw/wp-content/uploads/2012/11/臺教中心聯絡方式0801.doc from Thailand.
Ran malware bytes and rootkit but all OK. Does netstat.exe just throw up oddities as I have never used it before, or should I be worried

That Taiwan, not thailand. anyway, reboot your pc. then start netstat, and see what traffic is going thru your pc.
