Am I overclocked or constantly turbo-boosted?

The subject says it all; my motherboard auto overclocked my CPU to what is says is 4080mhz (4790k CPU to be specific), but task manager and some other programs show it as operating at 4300-4600mhz idle, a but slower when doing things.
Has my motherboard overclocked my computer more or am I just turbo-boosted all the time (I've heard rumors of this but the internet is not always right).

Now it seems to run at 4.3ghz on idle. My motherboard said it would only overclock to 4.08ghz. I'm going to turn auto overclock off for a while and see what it does, or see if I can update or reset the BIOS. Weirdly enough I'm getting what look like really weird temps too. like 33c idle, 71c prime 95 max. My 5 year old 6 core amd with a higher tdp and much smaller cooler hits 22c idle, 34c prime 95.
 
OK, I reset the BIOS to default, idle temps dropped by about 3*c, fans slowed, and the 4ghz CPU runs at 4.2Ghz idle according to CPU-Z on a 42 multiplier, 99.9mhz clock. Task manager says 4.04-4.12Ghz.
Prime 95 now gets 56*c max temperature at 3.92ghz all cores. CPUID package tdp seems to have dropped from 117w to 82.5w. Also the case fans rpm has dropped to half by auto-tune.
I don't know how good this is, I just ran my 5 year old 6 core amd on a hyper212 evo, 110wtdp and it never broke 34*c.
I'm going to try getting it to auto overclock again, or do a BIOS update. maybe that'l help.
 
Haswell Turbo mode operates somewhat differently than other Intel chips.

In the past, Intel quad-cores would often hit full Turbo frequency even under full load. Haswell changed this — the Turbo Mode frequency for all four cores is now typically 200MHz below the maximum speed. The Core i7-4770K therefore runs at 3.7GHz on all four cores, while the Core i7-4790K runs at 4.2GHz.

I've locked all four cores at the same frequency — at 4.4GHz, 4790K is technically overclocked by 4.7% (at least, compared to how Intel normally implements Turbo Mode)

Thanks Tradesman 1 and Manish Tewari. I just checked, my MOBO seems to be scaling the core clock from 100 to 102 Mhz and the multiplier from 40 to 44 (limit) when auto overclocking. Right now its running at 42 and 99.9mhz for about 4.2ghz on cpu-z, task manager says 4.0ghz +- 100mhz, though I think this is supposed to be default mode and run at 4ghz max--don't know why it is overshooting even at idle.
I'll try fiddling with the auto overclock and see what its voltages, multipliers ad clocks are supposedly set to in the BIOS, and what they are when I check in CPU-Z. If I can I'll disable turbo-boost and see what it does then.

 
Set to auto; the voltage is 1.183, 80w tdp, 42 and 99.9mhz, it drops to 40 multiplier when running prime 95 and 1.090v, 56-59*c max. I don't see turbo boost in the BIOS does it have some special classification name?
