Question Amd cpu socket lever broke off HELP!

Its not likely.
If the processor is still in its "latched" position, and firmly installed, you might be able to use it.
I wouldnt hold much hope for this system though.

It’s not in the latched position I don’t think because I can take it out and re insert it

Those parts are integrated into the socket mechanism. They are not serviceable parts. If this happened with the CPU firmly in the socket, as Gamer suggested, you might be able to get enough force to hold in place well enough to keep the PC running for a time. If it's broken while unlocked, the motherboard is almost certainly done.

I can move it into both positions with just my hand a it takes a lot of force to take the cpu out does that mean anything

Well, if it's in a status in which you can't get the PC to run, the motherboard's gone to heaven, requiescat in pace.
