Question AMD Drivers cause apps to no longer open

Hello! I am building a PC for my little brothers friend and he is running into an issue. Installing AMD drivers on his brand new computer causes apps to not open upon restarting. He has a 6650xt with a 5600G for a processor. The PC, upon rebooting, only opens apps sometimes, and other times the taskbar and all apps freeze except file explorer. Strangely, the mouse still moves, and any apps that I manage to get open run fine. The kid I built the PC for said that he has waited 20 minutes and the apps still wouldn't open. I have tried reinstalling windows and all the drivers, even reflashing the USB drive with a SHA256 checked ISO file.

The only two things that make the issue go away are as follows:
  1. Opening task manager before other programs, which is especially ironic considering task manager might help me fix the issue.
  2. Booting to safemode and uninstalling AMD drivers
However, uninstalling AMD drivers is not a good fix. Does anyone know what this peculiar issue could be? Thank you for any help!
 
~go into bios change primary display graphics to PEG from IGD
~if your motherboard allows it, disable onboard graphics completely
~ensure you have display plugged into gpu and not motherboard
~disable windows auto updates, as your main problem is windows focusing on updating the graphics display driver for the cpu over the gpu.
**if you install the gpu, and windows updates the cpu drivers again, windows will automatically try and use the cpu graphics over the gpu.** this is the primary issue here...

go here and install the video card "fresh install erasing all former installations"
https://www.amd.com/en/support

e/~ go to manufacturer site, and download latest chipset drivers for the motherboard before running the new install for graphics card. some drivers do not pick up from windows update.

most do not reccomend it.. and actually shame me for suggesting it.. but i have used a program called "iobit - driver booster" for most computers i build.. i install it to install drivers, and then uninstall it.. i have found it is about 99% accurate, having used it for the better part of 6-7 years.


you can also:
search~ CMD - right click and run as admin

type~
sfc /scannow
let it run..

type~
dism /online /cleanup-image /restoreheath
let it run

type~ exit

Currently having this exact issue on a HP prebuild. Ryzen 5 5600g RX6600 with current drivers and i cannot figure it out. Ive followed this thread, many reddit threads, even some AMD support threads and nothing. Ive done DDU, fresh driver installs, fresh windows (works but only for maybe a single session of gaming issue occurs after turning on pc again next day usually) ive cleared cmos, updated my bios,ive even went as far as tearing the pc apart and putting it back together with new thermals. I just dont know what too do and this all started happening after i purchased a new AMD gpu (not in use) for my new build. So its extremely frustrating too know that my new build might even have these issues. Can anyone help?

And too add more i forgot, i can always get too safe mode and DDU that works perfectly fine but no matter what the AMD drivers force the issue. Wether its old drivers, new drivers. ONLY driver installs meaning no adrenaline also cause the issue.
