AMD Drivers won't start

Two days ago I decided to upgrade my old Dell Inspiron 545. The old case was tiny and had a wimpy 300 watt PSU, so I moved the MOBO, CPU and RAM to a new case with a new PSU. I had just bought three R9 270x's for use in Dogecoin mining, so I replaced my HD 6670 that I was using with one of those. I booted into the OS (Vista 64 bit) and immediately had issues. In the device manager it specifies the GPU as a standard VGA adapter, and that the device fails to both start and install. I uninstalled my previous AMD drivers using Display Driver Uninstaller and installed the latest version of Catalyst control center from the AMD website. When I right click the desktop to go into Catalyst the following message displays- "Catalyst Control Center cannot start. There are currently no settings that can be configured using Catalyst Control Center." After uninstalling drivers and installing different versions and having the same issues, I tried putting a different card in, an HD 6870 that was in another system. The same problem occurs. Both of these cards work perfectly in other systems but in this one they seem to fail. I have been following the advice of this thread (http://www.scratty.com/ati-catalyst-control-center-ccc-start/) but so far there has been no success. This has been a major headache for the past day, and I would be grateful for any help.

Current system specs- Dell Inspiron 545 motherboard
Intel Core 2 Quad Q9400 processor
8gb RAM
HD Radeon 6870 GPU
XFX 550 Watt PSU
Windows Vista 64 bit

(P.S. I REALLY don't want to do a clean install of Windows.)
 


I have not, at this point I have so many programs and files on here that I want to keep that formatting the drive and reinstalling windows would take at least a full day.

I'd rather keep that as a final last ditch effort. If all else fails I will eventually resort to this but not yet.

 


Driver Sweeper was replaced by Display Driver Uninstaller. I have tried driver versions 13.12, 14.2 beta, and whatever was on my driver CD. All have failed.
