AMD FX-8350 Never hitting stock speeds

Recently, I went out of my way to upgrade my CPU, and the FX-8350 really caught my eye as I tend to do a lot of rendering and gaming in general and for the money, it was quite a nice deal! Sadly, I cannot get this processor to run on its promised 4GHZ. During Prime95 or Cinebench the CPU never goes 100% and always stays on 3.9ghz The BIOS does display 4GHZ and so does windows, but yet it never hits that even when stress testing, is this normal or is there something wrong?

It even does this on Idle, or browsing.

That's completely normal. the speeds reported on the stats pretty much never say the exact speed the cpu is running and in this case it's just 9MHz off 4GHz. if it bothers you too much you can always overclock it to do even more than 4GHz

That's normal because the bus speed fluctuates a bit. I highly doubt 9MHz is going to make a bit of difference by the way. Overclock the thing if you have a motherboard that's up to it.

Cheers lads! That calmed my heart a bit down, on other note, are these reported temps alright? Because I am quite worried about the CPUTIN temps, often people say that doesn't really matter and you should focus on the package temps, but after that, I go to a different site and it says the complete opposite, would love some good answer to that! 😛

no matter which you look at those temps are nothing to worry about. i personally use realtemp to check temps on my cpu since it gives about the correct numbers.
