AMD FX 8350 not doing well (hardwate problem i guess)

Hello guys,I got very bad problem with my FX 8350.I was using the stock cooler but the CPU was going hot and the cooler was very noisy so i decided to change it and bought a
BeQuiet! Pure rock slim.The CPU temps got normal everything worked fine.One week later i started having some kind of stutter on all the games for like 3-10seconds dropping like from 200fps on CS:GO to 10-15 and going back normal but it's very annoying so i'll be glad if someone can help me solve my problem.Thermal margin on full load Prime95 showed me 5 degrees celsium in amd overdrive

if you're using windows 10 make sure you turn off xbox dvr

That motherboard doesn't have heatsinks over the vrm, so it's probably thermal throttling to protect itself.

yeah i think so but i have installed a 100mm fan that is blowing cold air directly in the vrm's
