I recently built a new system, i downloaded all drivers, i launched csgo and noticed i was getting very low fps(80fps, compared to 200+fps on my old system), i also noticed alot of stuttering and freezing... I opened cpu z and noticed it said my cpu core was running at 1.4ghz, even when on full load...
The only difference in specs between current and old setups were my old pc had a GIGABYTE GA-78LMT-USB3 mobo and now i have a MSI 970 GAMING MOBO, i also switched to a DEEPCOOL CAPTAIN 360 liquid cooler...
 

i placed a fan over the vrms, still no difference...
 

for it to be disabled which way does the switch have to be up or down? mine is currently down
 

cpu temps are at a steady 20c idle and 25c full load...
 
You should use AMD Overdrive to check the thermal margins. Unless the room is very cold, 25°C at load isn't possible.

 


I have pretty much the same setup as you, my problem was the MSI 970 gaming mobo, i sended it back to get a new one and the problem was still they, so i bought a another brand asus sabertooth r.20 and now everything is running so smooth!

Acording to msi website the mobo can support the CPU, but somehow the mobo doesnt give enough watt
