AMD phenom 955 BE freq question

Hey guy I have coretemp installed on my computer, and I noticed something to do with the freq. It tends to fluctuate from 800mhz to around 3200mhz quite frequently depending on what im doing. When im not doing anything the freq stays at about 800. Is this good?

Yes. It's called "Cool-n-Quiet". A setting in the BOIS. When your computer is at an idle, the processor will drop it's
Multiplier and Voltage down to save power. When the processor is being used it will jump back up.

When I play online with everything maxed out, my fps stays at 91 no matter whats going on. I think because my refresh rate on the monitor is 60 is why the fps drops with sync. In about a year i'm getting a new monitor, gpu, and maybe PSU(prolly not). If i get like a 5850, or one of the 5830's when they come out, the processor won't be the bottleneck right? It's insanely fast so im not sure.

I have a radeon 4870 512mb oc'ed at 780/790 and 1090/1100. I went into the bios and changed the multiplier to 18x and my CPU is aparently now running at 3.61ghz. I've got the maximum amount of fans installed in my antec 200, but I'm using the stockd the CPU. Dyu think I would be ok to keep it at 3.6ghz? Temps dont go above 60c during p95 or benchmarks. Also there are some parts of the Mw2 campagn were my fps goes to like 35? This ok?

Your chip will be fine at that speed and if you upgrade to a 5850 the cpu will not be the bottleneck.

With a 4870 1GB you can get a better performance, or 5770.
 
Well some people didn't mention this but check the settings in COD to make sure VSync is not enabled. VSync will keep your FPS at your monitors max refresh rate which is normally 60Hz thus 60FPS would be the max that you could see.

Considering that Modern Warfare 2 is on the same engine as COD you should be able to break 60FPS even with a 512MB GPU.
