Amd phenom x3 8250e?

picked this up for 39.96 at compusa

is this any good for a new build?

It ranks with the early Core2Duos. Mate it with a good mid-range graphics card and you can game fairly good at 1680x1050 and lower.

its gonna be used to encode some videos and to surf the web so i assume itd excel at that?

It won't excel, but it will work. Depending on the rest of the system. In that job, it should have a leg up on a C2D dual core.

how would u compare it to a g530 celeron

that was the other choice i had in mind

Just my opinion... but for gaming, the G520 would be a bit better. But for your task of video encoding... I'd take the extra core of the Phenom X3 8250e.

It won't be ideal, but it will do what you want to do. If it were me though, I'd get the celeron. It will likely be faster with most tasks and you can upgrade to any Sandy Bridge CPU later on down the road, whereas with the first gen Phenom, your pretty much stuck unless you have an AM3 board.

on the video encoding side though with handbrake would the extra core be more benefical then bump in clock speed

I'm going to leave this discussion to those more well-versed in video encoding. But from what I've read, (all else being equal) more cores is better for that task.

If you mean viewing blu-ray disks, yes. Almost any modern processor will handle that job.
