Several years back, I remember being told by some rather affluent business men that Intel had plans on the board for the next ten years. And could build any of those designs at any time. Implementation, of course, changes incrementally as new technologies become available. From a discreet point of view, it does look like Intel has a strategy, to prevent AMD from "leap frogging" as they did earlier this decade and I assume that is the "tick - tock" plan you refer to.
I suspect however, that AMD has some strategies of thier own, and we jolly consumers, will just need to see how it plays out.
