Solution
If you're willing to upgrade the PSU, and you're sure the card is dependable, then go for the 280X if you like it better. I presume you have a suitable CPU and enough system RAM to handle the card efficiently?
It's about 1050 Ti in performance level, and uses a lot more power. So compare it to what a new 1050 Ti would cost where you are. Can you get one less expensive? Maybe, but this is your friend and I assume you can verify the card works. If you buy a cheaper used one then you risk getting something that doesn't work right.

So you guys could rather recomend a 1050 ti since i will also probably need to upgrade my powersupply since the card is so power hungry and offer me 1050 ti level perfromance?

The GTX 1050 Ti is just a tad behind the R9-280X in performance, but the difference is marginal enough to not be an issue if you think you would need to buy a new PSU to run the 280X. Plus the 1050 Ti gives you an extra gig of VRAM.

What PSU do you have now?

At the moment i have a 450 watt psu .
The rest of my pc is not powerhungry at all since i have an i3 4160 that i will be upgrading in a few months time.do you think the 450 w could handle it?

The GTX 1050 Ti, yes. But the R9-280X requires a solid 600W unit. Btw, I meant the make/model of your 450W PSU.

I have the corsair V450
I can confirm the GPU works after testing it.and my friend is offering it to me for 90$
So i can probably use the extra few $ on a new psu since i will be able to overclock the r9 higher than the 1050 ti. In video ram i think 3 Gig would be enough for me since i saw its the sweetspot in 900p to 1080 p gaming. And i dont mind dropping textures from ultra to medium or high.
So that is what i think .or would you still recomend 1050 ti ?
Problem i find is new 1050 ti s go to 180$ here and no pre owned 1050tis i can find online beat the 90$ my friend offered.
