It is an overclocking button. Certain Sapphire GPUs had a stock clock and a higher overclock speed called "EZ- Boost". Basically since AMD GPUs have had a dual BIOS for a while they have one at their stock clock settings (normally 1050MHz) and one overclocked (depends on the model)

As for the rumors, they are rumors but it could be possible for AMD to be running into some production issues since the Samsung 14nm, both, are designed for low power applications and would need tweaking to work with such a high draw part.

Who is to say until Computex?

I just hope it isn't another paper launch. I hate when either company does that just to build up hype.
