Question Amd rx 580 1 fan always spin at 100%

Hello, i got an issue where my gpu fan is always at 100% even when at idle and temps are well bellow 30c.


I have tried to reinstall the drivers tried adjusting the fan speed with msi afterburner and it's only adjusting the 2nd fan and ideas?

Motherboard : gigabyte h81
Ssd : Kingston A400
Gpu: xfx rx 580 8gb
Psu : cooler master master watt 650
Case cooler master 501LB
OS : windows 10
Bios is latest version air flow is great got 3 intake fans and 1 exhaust I'd guess somewhere around 30c is ambient temperature
