Question AMD RX 7800 XT Artifacting at Startup?

Hello Guys, I am not sure what is causing my PC to start up like this, after it being turned off. It never happens if I restart the PC, only if I turn it on after I had turned it off.
Also it sometimes freezes like that, but sometimes it just starts working normally after a few seconds.

I performed a clean Install on the Graphics Card and nothing helped. Also my Setting on the Adrenaline Software are Standard.

You forgot to mention the make and model of your PSU and it's age.

More Useful Information:

include PSU make & model + it's overall age
and temperatures for both CPU & GPU when these issues are appearing.

make sure all system drivers & BIOS are up to date direct from motherboard manufacturer.

-The PSU is bequiet! System Power 9 700W.
-The System is about 8 Months old, also I run mostly at Low Power Mode since I don't game every day.
-Every drive is Official
-BIOS Version 1010, 04/05/2023

I cannot check any temps at the time this is occuring, since its at startup and I don't have any exterior method to do that.

I read a Reddit post, people said that this only happens with Ultra Wide Monitors, here is the Link to the thread if it helps :

Also when I performed the Clean Install, nothing helped in sense, that nothing changed. The problem still remained.

the screen showing artifacts and the screen just not fitting to full resolution are two totally different things.

is this cropped screen the extent of your problem?
