AMD Ryzen 3 1300X Overclocks but speed is limited to 1.36GHz while OC to 3.90Hz

I use AfterBurner to monitor CPU speeds, and the MB comes with what it calls "OC Genie" which, even using that still wont OC properly. I am very new to overclocking, but i set the frequency to 3900 and volts to max and still will be locked at 1360.

EDIT: It is paired with a GTX 1060 3GB.
