How much power does an Ryzen 5 1400 consume at full load? How much does it consume overclocked. I couldn't find this info anywhere but I'm not sure if pcpartpicker is correct at 65 Watts.

65W is TDP not power consumption. TDP Watts are for heat energy, Ryzen in average uses about 10W per core and another 10W for soc of electrical power under full load.

Yes, of electrical power from VRM. TDP/temperature would depend on voltage at that time.
