Question amd ryzen staying at 3.9ghz

CPU is staying at 3.9ghz in CPU ID until I go to amd ryzen master and hit reset then it's back to fluctuating. I went into bios to core ratio and it stays at 3.9 after resetting to 4.2 ... goes back to that... why?
 
So you change is not allowed, and/or, not valid.

some unknown mainboard with unknown BIOS version on an unknown chipset will not let you change a BIOS setting for some unknown setting pertaining to an unknown CPU, possibly a CPU/cache ratio?

Do I have the 'facts' straight here thus far?? :)
 
Fluctuations in core speeds are normal, especially under an 'all-core' load; you may also have power/TDP limits that can be removed that might artificially keep you at lower clock speeds, as power usage/demand and TDP goes up quickly for each step above 4.0 GHz...

This is normal when using AMD Ryzen High Power profile. Even thought it is clocked at those speeds at idle the CPU isn't under load so it's fine. Personally I use AMD Balanced and it is clocked a little lower while idle and boosts fine when needed for gaming.
