amd x2 3800+ clockspeed problem

I have exhausted every idea i have and been to many forums trying to
find solutions to an issue that i have been dealing with for 4 days now
since the purchase of my new x2 3800+ and an Asus A8V. The problem
is each core is running at 1ghz as opposed to the 2ghz each that they
are supposed to run at. After the installation of mb and cpu doing some testing with cpuz, amd cpuinfo and the general tab in system properties,
each one reports that my cores are running at 1ghz despite AMD CPUinfo
acknowledging that the max speed for each core is 2ghz. 3 days later,
and 4 bios flashes (from the original 0216 to 221 beta back to 219), a
fresh Win Xp pro w/SP2, Cool N Quiet dissabled, re-enabled, and
dessabled again wash rinse repeat, RAM musical chairs, and constant
monitoring of my cpu with CPUz, Sandra, AMD clock, AMD CPUinfo, and system properties, i still have no clue why my cores are running at half
speed each.

Something of note that baffles me even more is that during my 1st
bios flashing attempt (failed due to bad floppy resulting in EZ-flash
and AFUDOS not reading the A8VB.ROM file it wanted) before OS resinstall
upon reboot after EZ flash wouldnt read my floppy, when windows was
loaded up the cpu started functioning at full speed with each core
at 2ghz. In my shortlived moment of joy i shut off my comp and headed
to work awaiting a long BF2 or Q4 session but alas, when i rebooted when
i got back, each core was running at 1ghz again. I dont know what
triggered the sudden (yet ultimately temporary) correction to my cpu speeds and how to reproduce it. What is the problem? What can i
possibly do? Am hoping that among the knowledgable people here
someone may shed some light.

my current setup:
AMD Athlon X2 3880+
Asus A8V Rev 2.00 bios rev 0219
BFGtech GeForce 6800 GT oc 256 agp
1x 1GB pc3200 RAM
2x 512 pc3200 RAM
1x 100GB maxtor hd
1x 80GB maxtor hd
 
I suspect that your bus speed is 100mhz (200DDR rate) when it should be 200/400.
It is also possible that you have loaded Cool & Quiet, which is downclocking your chip because it sees no need to run faster.
Try using the asus utility to check speed, while running a heavy task, like prime95, or sysoft sandra.
 
ill list the results i get for cpuz... maybe you can better gauge what is
happening, because what you said about the ram was correct when i
had that breif moment of full clockspeeds...

those are current stats as we speak (the relevant ones i think)...
what can i do in my bios to make the fsb in the cpu tab 200mhz
and frequenzy in timings tab be 200mhz
like it was during my full clock speed moment?
 
In the bios, under Advanced, scroll to the System Frequency/voltage Configuration screen.
Highlight the AI Overclocking and press the + key, until it says manual. Hit enter. Select 200mhz, and hit enter. Then hit F10 and enter. This should save the bios, and restart.
 
thats the thing... i did the manual overclock setup, its at 200mhz
and x10 multiplier and has been since my clockspeed issues 🙁...
should i do anything with the ram setting where you can select
auto or limit? its already set at 1:1 ratio
 
ty for replies btw guys, anyhow..cool n quite has been dissabled for the past 2 days, i stopped messing with it suspecting that may be the problem
